שימוש בכלים טכנולוגיים לצורך עיצוב דעת קהל בתקופת בחירות
פעילות במרחב המקוון, ובמיוחד ברשתות חברתיות, מתאפיינת בשנים האחרונות בשימוש הולך וגובר בכלים טכנולוגיים חדשים. כלים אלה, לצד יכולות עיבוד מידע מתקדמות, מאפשרים לגורמים שונים להשפיע על הנתונים שמוצגים בפלטפורמה, לכוון את השיח ברשת ואף לשלוט בו. סוגיות אלה מעוררות שאלות של מדיניות ציבורית ואתגרים משפטיים שונים ומורכבים - החל בתוקף תנאי השימוש של הפלטפורמות ואכיפתם, דרך סוגיות בדיני פרטיות וכלה באיסורים מתחום דיני המחשבים. אתגרים אלה צפים ועולים ביתר שאת בתקופות בחירות, על רקע ההסדרים המשפטיים הייחודיים לתקופה זו (דיני מימון מפלגות ותעמולת בחירות) ופעילותם של גופים האמונים על אכיפתם של הסדרים אלה (ועדת הבחירות המרכזית ומבקר המדינה).
לקראת הבחירות לכנסת ה-21, הכנס יעסוק בשאלות אלה מזוויות שונות – טכנולוגיה, עיצוב מדיניות, פרקטיקה ואכיפה.
In recent years, activities on the web – and particularly in the social media – have been characterized by the growing use of new technological tools. These tools, together with advanced information processing capabilities, allow various players to influence the facts presented on the platform and to direct or even control online discourse. These issues raise questions concerning public policy, as well as complex legal challenges, from the validity and enforcement of terms of use on these platforms, through issues relating to privacy laws, and on to prohibitions from the field of computer law. These challenges are particularly acute during election campaigns, in part against the background of the unique legal arrangements regarding such periods (laws concerning party funding and election campaigning) and the activities of the bodies responsible for enforcing these arrangements (the Central Election Committee and the State Comptroller).
As the elections to the 21st Knesset draw nearer, the conference will discuss these issues from diverse angles: technology, policy making, practice, and enforcement.
