Dr. Adi Libsker-Hazut, was invited to lecture in the International seminars in the LL.M. in Law of Internet Technology at Bocconi University in Milan.

On the subject:

"Cybercrimes in the International Criminal Court: What Is and What Ought to Be"

The sessions will take place on 20 February 2018 from 10:00 to 11:30 and from 14:00 to 15:3

Adi's lecture will focus on the appendix to the Rome Statute entitled "Elements of Crimes". A review of this document shows that it does not include offenses with mental elements (mens rea) of negligence and recklessness. Adi's claim is that the unique characteristics of cyber warfare justify re-thinking the prevailing ignorance of the negligence and recklessness elements. In their absence, the International Criminal Court (ICC) will not be able to deal with crimes committed by means of cyber warfare.
