Interview with Shiran Shahaf

1. In a few words, can you tell us about yourself and how you found your way to the academic world?

I have always been deeply curious and passionate about learning. My journey into the academic world began during my formative years, and especially in my military service in 8200, where I developed a keen interest in various subjects. This passion led me to pursue higher education, obtaining a B.A and M.A in international relations fields. Inspired by this academic experience, I decided to pursue a PhD, focusing on the international law of cyber warfare. During my PhD, I actively engaged in research projects, academic events, and collaborations with fellow scholars, deepening my expertise. My academic experience sparked a strong desire to contribute to knowledge and make a meaningful impact through research.

2. What is the main core of your research? Can you give an example or two?

My research focuses on the creation of international law governing cyber warfare. Due to lack of treaty law in this area, my research examines other options, including the creation of customary international law. During my research, I have collected a comprehensive dataset which contains publicly available states’ legal positions from government documents, reports, policy and position papers, press releases and speeches by state officials, regarding the application of international law norms to cyber operations, focusing on core legal issues in international law: sovereignty, attribution, non-intervention, due diligence, use of force, self-defence, countermeasures, and international humanitarian law (IHL) principles.

3. Why choose this area over all other? Did your personal or professional background lead you to it? 

I chose the research area of international law of cyber warfare due to its relevance in addressing the complexities of the digital age. Recognizing the gaps in knowledge and the need for legal frameworks in cyberspace, I saw an opportunity to contribute to the development and clarification of legal norms. The interdisciplinary nature of this field appealed to me, allowing me to explore diverse perspectives and collaborate with experts from different disciplines. Moreover, the potential for real-world impact further motivated me to delve deeper into this research area.

4. Do you think that in this cyber age these issues are even more complex compared to other times in history? If so – in what ways? 

Yes, certainly. Applying international law to the cyber age is more complex compared to other times in history due to the transnational nature of cyberspace, rapid technological advancements, challenges in attribution, the involvement of both state and non-state actors, and the need for global cooperation. These complexities require continuous adaptation and development of legal frameworks to effectively address the unique challenges of the digital era.

5. What is the next phase in your professional life? 

Throughout my academic journey, I have been fortunate to have the support of my supervisors who recognized my potential and encouraged me to pursue my passions. Their guidance and mentorship have been invaluable in shaping my path and instilling in me a deep appreciation for the academic world. Now, I am excited about the prospect of contributing to the academic community as a researcher in the field of international law of cyber warfare and hopefully, even as a lecturer or a supervisor myself.

6. What is your message to the public?

My message to the public is to foster awareness, accountability, and responsible behaviour in the digital realm. Cyber warfare poses unique challenges, and it is crucial for individuals, governments, and organizations to understand and respect the legal frameworks that govern cyberspace. By collectively embracing international cyber norms, we can contribute to a safer and more secure cyberspace that respects international law and safeguards the interests of individuals and nations.
