Shiran Shahaf is a PhD candidate at Deakin law school, Australia (final year). Shiran earlier graduated from The Hebrew University of Jerusalem as a Bachelor of Arts, majoring in international relations and Arabic language and literature, and a Master of European studies. Her dissertation focuses on cyber warfare, international law and international relations. She is particularly interested in researching the legal disputes and disagreements deriving from the application of the law of war to cyber operations and examining the legal positions of states and non-states actors concerning this issue, as a step forward towards an international cooperation among states for a development of a customary international law or an international treaty governing cyber warfare.

In the past, Shiran also served in unit 8200 of the Israel Defence Forces (classified duty).
