This study aims to evaluate the evolving concept of "digital rights" (E-Rights), human rights in the context of cyber and the challenges it poses. The purpose of the study is to examine whether there is a need to further develop the existing international human rights regime, which was created in the 'offline world', to accommodate additional, particular rights, applicable in the context of cyber. If particular "digital rights" are to be developed, the study will also explore how such "digital rights" should be defined, and what should be their scope.
